JOMIS Glossary
Admit
A juvenile entering into out-of-home placement in a DJJ authorized facility (foster home, secure detention, etc.)
Affiant
One who swears to a statement in an affidavit in a juvenile case.
JOMIS Alert
A red highlighted field (in Chrono form) which automatically displays CRITICAL information about a juvenile i.e. Warrants, Runaway, Suicidal, Medications, etc.
Attempt
Engaging in conduct that constitutes a substantial step toward the commission of a crime.
Case
The entire "file" that is kept for a juvenile,
including: all referrals, charges, motions, probation episodes,
supervision episodes, placements, etc.
Case Action
An action taken by DJJ or the court that results
in outcomes or dispositions, which can potentially lead to a change in
the status of a juvenile. There
may be multiple case actions before a case is closed. Case actions
could include: Arraignment, Review Board, Bail Hearing, Initial Intake
Interview, etc.
Charge
The allegation of misbehavior or criminal conduct
brought against the juvenile. Charges could include: shoplifting,
burglary, escape, probation violation, etc. A charge may also be
referred to as an offense.
Chronos
Any written record of factual information recorded
about a juvenile's case. Chronos formerly were identified as cume
entries or notes for facilities.
Complainant
One who makes a formal complaint in a criminal referral to DJJ through a police report.
Complicity
Aiding or abetting another in the planning or commission of a crime.
Contacts
Contacts are those individuals who have persistent
involvement with the juvenile throughout the life of his/her case and
after. These might include friends, pastor, Guardian Ad Litem, etc.
Contacts are entered in the same section as Family Members.
Credit Rate
The monetary value assigned to an hour of work service that is performed in lieu of the payment of restitution.
Crime Categories
Drug and Alcohol Related
An offense that violates a specific statute
related to the misuse of drugs or alcohol or was committed while the
juvenile was under the influence of a controlled substance.
DV (domestic violence) Related
An offense committed where law enforcement
officials identify the crime as being Domestic Violence related, which
are usually assault or criminal mischief. This may also involve charges
that are submitted through local municipal codes.
Gang Related
An offense committed where the law enforcement
officials or the involved juvenile defendants identify that it was gang
related.
Hate Crime
An offense committed against another person, with
the specific intent to cause harm to that person due to their race,
gender, sexual orientation, religion, or culture, etc.
Sexually Related
An offense committed that involves specific
violations of sexual assault or sexual abuse statutes. It may also
include offenses that may have a sexual component, such as harassment,
or indecent exposure.
Weapon Related
An offense that violates a specific statute involving misconduct with weapons, or committed with the use of a weapon.
Custody
The legal and/or physical custody status of a
juvenile at any given time, e.g. in the physical custody of parent, in
the legal custody of the Department.
Disposition
A disposition is an outcome of the case action.
This includes both court dispositions and DJJ determinations.
Dispositions could include: Counseling Referral, Restitution Agreement,
Probation Supervision, Placement Committee Findings, Point Fine, Review
Board Finding, Dismiss-Not Legally Sufficient, Trial Dates Scheduled,
etc.
Diversion Agreement
A voluntary, short-term agreement constructed
between a Probation Officer, the juvenile, and his/her parents that
diverts juvenile to local community resources. This agreement lists the
tasks the juvenile will accomplish and the behavior the juvenile will
display for the duration of the agreement. These agreements may refer a
juvenile to youth court, community work service, etc.
Ethnicity
A person's identification or affiliation that results from racial or cultural ties.
Face Sheet
Clicking on the report button on this screen can print a hard copy document summarizing information available on the Juvenile Summary Screen. This is a new standardized statewide face sheet for DJJ.
Facility
Any out-of-home placement to which a juvenile in
the custody of DJJ is placed, including: Detention and Treatment Units,
Foster Care, Residential Treatment Centers, and Emergency Shelters.
Family Member
Persons identified as relatives of juvenile through blood or marital ties.
Final Charge
The actual end offense determined for the
juvenile's referral. On many occasions the original referred charge and
the final charge will be the same. The final offense may be different
when a juvenile has been formally petitioned, or if the original
referred charge was incorrect or inappropriate.
Formal Diversion Agreement
Plan governing the juvenile's conduct and specific
tasks or consequences that is ordered by the court. The formal
diversion plan results from the filing of a petition. The juvenile is
formally held accountable for abiding by and fulfilling the plan.
Interested Parties
Persons who have contact with a juvenile regarding a specific referral, such as: victim(s), witnesses, etc.
Inquiry Only
A type of JOMIS user account that only allows viewing, not entering or updating information.
JOMIS
Juvenile Offender Management Information System
JOMIS is the primary repository for juvenile offense history records for
the State of Alaska, Division of Juvenile Justice. JOMIS also tracks
the services provided by DJJ.
Juvenile Tracking
A specific module in JOMIS used to track/locate
juvenile demographic and family information. From this module, you can
SEARCH to determine if a juvenile’s information is already located in
JOMIS.
Module
A module is a section of the JOMIS software such as Calendar, Juvenile Information, Placement, Probation and Supervision, etc.
Non-Detention Property
A juvenile's personal property taken into possession by any DJJ staff, particularly in areas without a detention facility.
Other Contacts
Any other person(s) in contact with juvenile.
Petition Charge
The charge the juvenile is alleged to have committed that is filed with the petition in court.
Placement
The physical admission of a juvenile into any DJJ
authorized facility such as a detention center, treatment center, foster
home, etc.
Race
A local geographic or global human
population distinguished as a more or less distinct group by genetically
transmitted physical characteristics. A group of people united or
classified together on the basis of common history, nationality, or
geographic distribution. A genealogical line; a lineage.
JOMIS utilizes the races designated through the United States Census Bureau.
Referral
An allegation of a law violation, behavior
misconduct, or need for services submitted to DJJ by a law enforcement
agency or other accepted referral source, such as: foster parent,
schools, or the parent/guardian. Each referral may have more than one
charge associated with it.
Release
The process that occurs when a juvenile is moved
from one placement to another, such as a juvenile being released to his
or her home after a detention episode.
Screened and Placed
After a detention screening, a decision is made by DJJ to not admit the juvenile into detention, but instead to admit the juvenile into a community-based setting, such as: an emergency shelter or foster home.

After a detention screening, a decision is made by DJJ to not admit the juvenile into detention, but instead to return the juvenile into a community-based setting, such as: his or her own home or the home of a relative.
Services
Specific assistance provided by DJJ or programs
and agencies to which DJJ refer juveniles and their families, for
example: drug & alcohol groups; victim impact; anger management; Be
Proud, Be Responsible; community work service; etc. If a program or
agency then sends a juvenile to additional services, it will NOT be
entered here, but should be reflected in Chronos, e.g.: referred to
Hospitality House and the staff chooses to send the juvenile to a drug
& alcohol class.
Service Referral
When DJJ refers juvenile for services outside of
those offered by DJJ, such as: family counseling, a psychiatric
evaluation on a non-detained juvenile, or supervised community work
service.
Supervision
An episode, that has a specific time period, for
which DJJ is responsible for providing some level of supervision over a
juvenile. Supervision may be accomplished informally through a diversion
agreement, or informal supervision, or formally through court-ordered
probation supervision.
Terminal Server
Computer hardware that allows the operation of
software programs in another computer, which can be in other locations.
Terminal server for JOMIS is located in Juneau.
Victim Checklist
For entering those direct services and notifications provided to victims by DJJ.
Victim Services
Services provided outside of DJJ to victims. The
Victim Services log is used to record non-DJJ services to which the
victim has been referred.
