Grants & Procurement
Grants and Procurement manages all aspects of procurement for the Department of Family and Community Services (DFCS). The staff consists of trained and certified professionals with responsibilities in the following areas: Operating Grants, Professional Services Contracts, Procurement of Equipment, office space Leasing and Property Management of Memo Assets.
The Department of Family and Community Services provides a broad array of services to the people of Alaska through operating grants to non-profit service agencies, municipalities and native entities.

Competitive solicitations for grants will be posted on the State of Alaska Online Public Notices system.
DFCS grants are administered electronically via the Grant Electronic Management System (GEMS). GEMS simplifies and unifies procedures across Divisions, reduces administrative burdens for the State and grantees, and enhances communication to improve user satisfaction. Electronic grant management includes features such as payment tracking and accounting, online grant application submissions, grantee performance tracking, and management reporting.
DFCS manages grants in accordance with: 7 AAC 78, Grant Regulations and 7 AAC 81 Grants for Individuals. Procurement
The Procurement Unit for the Department of Family and Community Services manages a broad range of complex procurements for professional services, nonprofessional services, commodities and logistical operations required for a large department. The procurement authority delegated from the Department of Administration has no dollar limitation.
This unit is staffed by certified Procurement Specialists located in Juneau who issue formal and informal competitive solicitations on behalf of all Divisions of the Department on the Online Public Notices system. When appropriate, this unit also coordinates special requests for alternate procurement methods. Specialists provide ongoing contract management for all contracts held by the Department.

Leasing
The Leasing Unit manages approximately seventy-five office private leases that DFCS occupies within the State as well as a number of occupancy agreements related to State-owned facilities. This unit works directly with DOT's Leasing section to procure and coordinate projects in DFCS's privately leased spaces, per delegated authority from the Department of Transportation & Public Facilities.
