DHSS to close Ketchikan Regional Youth Facility

Opened in March 2002, the Ketchikan Regional Youth Facility (KRYF) is a detention facility. The facility is located within the city of Ketchikan and serves the communities of Ketchikan, Saxman, Prince of Wales Island, Wrangell, Petersburg, Kake, Hyder, and Metlakatla. KRYF receives intakes (youth who have been arrested for criminal charges or probation violations) from the Ketchikan District Juvenile Probation Office. All youth in the facility have an appearance before a Judge within 48 hours of their admission. Continued detention requires a valid Court Order and Court appearances then occur at least every 30 days. The total design capacity of the facility is eight beds with an additional two observation rooms for special needs residents.
Facility Services
The facility contracts with a local Physician for medical services (admission screening reviews, youth physicals, and on-going sick call response), employs a part-time Nurse to address daily routine medical needs and provide health education programs to the youth, employs a full-time Mental Health Clinician for mental health services (admission screening reviews, suicide prevention focus, assessments, and referrals as needed), collaborates via a Memorandum of Agreement (MOA) with the Ketchikan Gateway Borough School District (KGBSD) to have a full-time Teacher providing a year round education program (K-12 and Special Education services), and has Juvenile Justice Officers guiding youth through the Resident Daily Activity Schedule and providing several evidence-based programs.
The aim of all programs at the Ketchikan Regional Youth Facility is to stabilize youth while providing skill-building opportunities, promoting pro-social behaviors, creating formal educational opportunities, and developing additional resources to help youth lead successful lives. The Ketchikan Regional Youth Facility is a Restorative Justice Program (REPAIR THE HARM) focusing on Strength-Based Interactions with youth. The facility provides transitional services to youth returning to the area from DJJ treatment programs. These services include: connecting with community resources for mental health, sobriety, or other identified needs, assisting with return to a local school or securing employment as needed, and re-integrating with family or establishing independent living status. KRYF also provides a Community Detention Program for youth referred by local Juvenile Probation Officers.
